Cotton’s plan would exempt mining projects from laws like the National Environmental Policy Act and Endangered Species Act, arguing these rules delay military preparedness without significant environmental benefits. The bill also shields projects from court challenges, prioritizing speed and efficiency in bolstering U.S. defenses against the Chinese Communist Party. It aligns with broader White House efforts, including trade deals with China and expanded mining initiatives, to secure America’s mineral supply chain.
"Our military can't afford to wait while bureaucrats and courts stall critical projects," Cotton said. "This is about jobs, soldiers, and outpacing China." The legislation reflects a strategic pivot to ensure the Pentagon can act swiftly in a high-stakes global race.
