Judge Illston emphasized that while President Trump can propose restructuring federal agencies, he must do so lawfully and with Congress’s blessing. "The President has the authority to seek changes, but he must work with the legislative branch for large-scale reorganizations," she stated, noting that past presidents have successfully navigated this cooperative path.

The lawsuit, filed on April 28, accused the administration of overstepping its authority, particularly through the Department of Government Efficiency (DOGE), led by Elon Musk. DOGE has been tasked with identifying roles to cut, automating tasks, and closing regional offices. Plaintiffs argued the moves have plunged agencies into chaos, threatening essential services. Illston’s ruling, the broadest yet against Trump’s government overhaul, highlights the potential irreparable harm to communities and federal workers.

A hearing is set for May 22 to consider a longer injunction, as the judge believes the plaintiffs have a strong case on claims that DOGE and other offices violated administrative law. For now, the pause preserves the status quo, shielding countless families from immediate economic upheaval.
