Trump Admin Orders Agencies to Prep for Massive Workforce Cuts by March 13

The Trump administration is gearing up for some major changes, directing federal agency heads to prepare for "large-scale reductions in force" and develop reorganization plans by March 13, according to a memo obtained by Fox News Digital.

Office of Management and Budget (OMB) Director Russell Vought and acting Director of the Office of Personnel Management (OPM) Charles Ezell will send the memo to agency heads, instructing them to prepare for role eliminations and submit reorganization plans.

However, the memo specifies that positions crucial for law enforcement, border security, national security, immigration enforcement, or public safety are exempt, along with presidential appointees, officials in the Executive Office of the President, and U.S. Postal Service workers.

The memo, titled "guidance on agency RIF and reorganization plans requested by implementing the president’s ‘Department of Government Efficiency’ workforce optimization initiative," emphasizes the need to cut costs and improve efficiency.

"The federal government is costly, inefficient, and deeply in debt," the memo states, adding that tax dollars are being used for "unproductive and unnecessary programs." It also references President Trump’s February executive order to "eliminate waste, bloat and insularity."

Agency heads are instructed to submit reorganization plans by March 13, aiming for better service, increased productivity, a reduced number of full-time positions, a smaller real property footprint, and a reduced budget.

OMB and OPM are pushing for the elimination of non-mandated functions, consolidation of duplicative areas, streamlining management layers, and reducing the use of outside consultants and contractors.

Regarding office space, agencies are advised to close or consolidate regional field offices and align closures with return-to-office actions.

Phase 1 of the reorganization plans is due by March 13, with Phase 2, outlining a positive vision for more productive operations, due by April 14 and planned for implementation by September 30, 2025.
