The procedural vote, which paves the way for debate before a final vote, has been stuck in limbo since late Wednesday. Five Republicans—Reps. Andrew Clyde (Georgia), Brian Fitzpatrick (Pennsylvania), Keith Self (Texas), Victoria Spartz (Indiana), and Thomas Massie (Kentucky)—have voted "nay," with Massie flipping from a yes to a no. Eight others, including Reps. Josh Brecheen (Oklahoma) and Chip Roy (Texas), haven’t voted at all, leaving House Speaker Mike Johnson scrambling to secure a majority. With a razor-thin 220-212 majority, Republicans can only afford three defections.

Trump called the holdouts’ stance "RIDICULOUS," insisting the vote should be an "EASY YES." The bill, a hefty 800-page package, has already cleared a key Senate test, and Johnson, banking on that momentum, recalled lawmakers to Washington for a holiday-season push. But the clock’s ticking, and the vote’s been open for over four hours as GOP leaders lean on dissenters.

Rep. Tim Burchett (Tennessee), emerging from late-night talks with fellow skeptics, hinted at progress but stayed coy on his vote. Meanwhile, Massie shrugged off his switch, telling reporters, "Most of the world isn’t sweating the difference between a rule vote and final passage." The delay underscores the GOP’s struggle to unify, even with Trump’s full-throated backing.
