The findings come from sources linked to the Iranian resistance group, the People’s Mojahedin Organization of Iran, and suggest a heightened Iranian reliance on the Houthis as its influence wanes in other parts of the Middle East.
The report, compiled by the Paris-based National Council of Resistance of Iran (NCRI) and first shared with Fox News, states that senior officials in Iran’s Islamic Revolutionary Guard Corps (IRGC), specifically within the elite Quds Force, are deeply embedded in Houthi decision-making. Among them is Brigadier General Abdolreza Shahlai, who is reportedly commanding all Houthi military, political, and economic operations.
Iran’s Supreme Leader has allegedly prioritized Houthi attacks, instructing the IRGC to ensure a steady supply of weapons and resources to the rebel group. This comes as Iran’s "Axis of Resistance"—which includes Hamas, Hezbollah, and the Syrian Assad regime—has faced significant setbacks in the region, particularly amid the ongoing turmoil in Gaza and Lebanon.
Since the October 7, 2023, Hamas attack on Israel, Houthi forces have reportedly launched over 100 strikes on commercial shipping vessels. These attacks have escalated tensions, culminating in a recent exchange of missile and drone fire between the Houthis and U.S. forces. In response, former President Donald Trump threatened "overwhelming lethal force" and warned Iran of severe consequences for any further aggression.
The report also highlights the role of the Iranian Embassy in Yemen, which is allegedly under the "full control" of the IRGC’s Quds Force. Notably, the report found no evidence of Iran’s Foreign Ministry personnel being present at the embassy, indicating its sole use as a hub for Iran’s military agenda in Yemen.
Ali Safavi, a member of NCRI’s Foreign Affairs Committee, minced no words in his remarks to Fox News, calling Iran's regime "the root cause of war and instability in the region." He urged international powers to adopt a decisive policy against Iran, including designating the IRGC as a terrorist entity and supporting the Iranian resistance movement.
As Iran doubles down on its proxy networks, the report underscores its strategic shift toward leveraging the Houthis amidst its broader regional struggles. Whether the international community will respond with the "decisive" measures Safavi advocates for remains to be seen.
