Hennepin County Sheriff’s Office explained that, per Minnesota Attorney General Keith Ellison’s guidance, they cannot detain individuals based solely on ICE administrative detainers without a judicial warrant. Minneapolis Mayor Jacob Frey defended the city’s stance, emphasizing that local police do not enforce federal immigration laws or collect immigration status data. Democratic leaders, including Rep.
