Providence Public School District faces allegations of racial discrimination over a loan forgiveness program exclusive to non-White teachers, per EEOC findings.
In a striking case of alleged discrimination, an investigation by the U.S. Equal Employment Opportunity Commission (EEOC) has found reasonable cause to believe that the Providence Public School District in Rhode Island engaged in unlawful bias against White teachers. The issue at hand? A student loan forgiveness program exclusively offered to non-White educators, leaving their White counterparts out in the cold.
The EEOC’s final determination letter, released recently, pointed out that this program, dubbed the Educator of Color Loan Forgiveness Program, potentially violated federal civil rights laws by discriminating based on race, color, and national origin. Starting from the 2021-2022 academic year, the initiative allowed non-White teachers to have up to $25,000 of their college loans forgiven after three consecutive years of service in the district. Eligibility, however, was explicitly restricted to those identifying as Asian, Black, Indigenous, Latino, biracial, or multi-racial.
This eyebrow-raising policy came under scrutiny after a civil rights complaint was filed in 2022 by a Rhode Island-based nonprofit group. The complaint accused the district of perpetuating a pattern of discrimination by limiting access to this financial benefit. Now, under the mandates of Title VII of the Civil Rights Act of 1964—which prohibits employment discrimination—the district is directed to engage with the EEOC to resolve these violations.
Adding fuel to the fire, a law professor and advocate for equal protection under the law expressed satisfaction with the EEOC’s findings, emphasizing that this could be a step toward accountability for what they call a racist program. With the U.S. Department of Justice also launching a formal investigation, the pressure is mounting on the district to address these serious allegations.
At its core, this situation raises profound questions about fairness and equality in education. Policies intended to support diversity should uplift everyone, not create new forms of exclusion. As this case unfolds, it’s a stark reminder that the road to equity must be paved with justice for all.

Well, isn’t this a textbook case of trying to fix one wrong with another? The Providence Public School District thought they’d play hero with a loan forgiveness program, but forgot that excluding folks based on skin color is a one-way ticket to Lawsuit City. I mean, come on, if you’re handing out financial lifelines, shouldn’t the only color that matters be the green of those dollar bills? Here’s a thought: how about forgiving loans for teachers who’ve survived three years of cafeteria duty? Now that’s a battle scar worth rewarding!
